Vacancy Announcement – Deputy Executive Director in-charge of Corporate Services

The Uganda Bureau of Statistics (UBOS) is a semi-autonomous body established by the Uganda Bureau of Statistics Act, 1998, to promote the production of reliable offiial statistics and ensure the development and maintenance of the National Statistical System (NSS). The Mission of the Bureau is to provide quality and demand driven statistics that support policy, decision-making, research and other development initiatives.

The Bureau is now planning to fill the position of Deputy Executive Director in-charge of Corporate Services that shall be falling vacant with effect from January 1, 2015. This is a very senior position in the organization’s hierarchy, next to the Chief Executive Officer position in rank, and, therefore, demands a mature person of high moral character and proven integrity.

Job Title : Deputy Executive Director, Corporate Services (DED-CS).
Job Role : To develop and coordinate the implementation of policies, systems and procedures that ensure efficient management of corporate resources.
Salary scale :UBOSC2
Terms : Contract of 4 years, renewable only once upon satisfactory performance.
Duty Station : Kampala, Uganda
Reports to : Executive Director
Directly Supervises : Information Technology; Finance & Accounts; Administration & Human Resource; Communication and Public Relations; and Procurement.
Key Result Areas
1. Development of institutional and organizational development programmes in line with modern management principles and practices;
2. Development of the resource mobilization and management frameworks in line with the Strategic Plan of the Bureau;
3. Review and monitoring of work plans of the Directorates and Divisions under the Corporate Services Sector in line with the Strategic Plan of the Bureau;
4. Implementation and monitoring of adherence by all staff to established corporate policies, regulations and guidelines;
5. Collation and presentation of the Bureau’s annual work plans and regular progress reports in accordance with established procedures;
6. Assisting the Executive Director in the management and accountability of organizational resources in accordance with the corporate regulations; and
7. Performance assessment of Line Directors and Line Managers in accordance with the set targets.
Minimum Qualifications
• A Bachelors degree, with honours, in any of the following fields: Social Sciences, Information Science, Information Technology, Business Administration, Financial Management or Law from a recognized University;
• A Masters Degree in Public Administration and or Management, Business Administration or Financial Management from a recognized University; and
• Post-Graduate training in any of the following fields will be an added advantage: Information Technology, Human Resource Management, Project Planning and Management, Communication and Public Relations, Procurement or Financial Management.
Work Experience
• Minimum of 10 years working experience, at a senior level position in management, 5 of which should have been in a government Department/Agency or a government project;
• Good working knowledge of Public Sector Management Systems and Procedures, particularly in Public Finance Management;
• Working knowledge of MS Office suite; and
• Aged between 35 – 50 years.

PROCUREMENT REFERENCE NUMBER: UBOS-PREQ/15-18/00001

  1. Uganda Bureau of Statistics (UBOS) intends to prequalify service providers for various works, services and supplies for the Financial Years 2015/2016, 2016/2017, 2017/2018.
  2. UBOS, therefore, invites sealed bids from eligible bidders for the prequalification to provide various works, services and supplies.
  3. Bidding will be conducted in accordance with the Open Domestic Bidding method/prequalification contained in the Public Procurement and Disposal of Public Assets Act (PPDA), 2003, and is open to all bidders.
  4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below at 8(a) from 8:00am-4:30 pm.
  5. The Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below at 8(b) and upon payment of a non-refundable fee of UGX 100,000. The method of payment will be by Banking through a Bank Advice Form (BAF) obtainable from Uganda Revenue Authority (URA) website.
  6. Bids must be delivered to the address below at 8(c) at or before 11:00 am on 10th February 2015. Late bids shall be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 8(d) at11:30am, 10th February2015

Mashate who retired from service on 31st December 2014 after a distinguished service at the Bureau spanning over 15 years.

Public Symposium on Further Dissemination Of Provisional Results

The Uganda Bureau of Statistics (UBOS) will be holding a public symposium on “Uganda at 34.9 Million- a blessing, challenge or dilemma?”. The symposium will address the emerging issues from the National Population and Housing Census 2014 provisional results and also enhance census data utilization in population advocacy and decision making. This will be held on Wednesday, 24th June 2015, at 2:00 pm in the Conference Hall, Floor 1, Statistics House, plot 9 Colville Street.

The symposium will offer explanations on the issues that emerged from the Provisional results. UBOS has since found it necessary to document some of the underlying causes of these findings and share them with the public, hence the call for public symposiums focusing on the discussion of the 2014 census provisional results.

Policy makers, Diplomats, District Councilors, Heads of Civil Society Organizations, Population Officers, Social analysts, Heads Of Departments in Ministries, Departments and Agencies, and the general public are invited to participate in the symposium.

KEY RESULT AREAS:

  • Play leading role in formulation, planning, development and implementation of the Publicity and Community Mobilisation strategies that increase the UBOS visibility and support the Bureau’s core business;
  • Coordinate the production of UBOS Communications, Advocacy(audio/ visual) and other Promotional Materials such as the UBOS Newsletter, UBOSBulletins, reports, Calendars, Brochures, Fliers and Documentaries;
  • Develop and maintain strategic media partnerships to elicit support for and maximise impact of promotional objectives;
  • Serve as the Media Liaison Person and take the lead in organising media outreaches, maintain a media contact database, organise Press Conferences, Briefings and Interviews;
  • Organise and book Radio and TV Talks Shows and formulate talking points and other materials as needed for senior staff to be used for the talk shows in response to UBOS needs;
  • Draft Communications and Advocacy talking points and speeches for senior managers and guest speakers as well as regular UBOS articles and press releases to be published in the media;
  • Undertake daily media content analysis on UBOS, its programmes, activities and products as well as the reporting on and application of statistics in media reporting then document findings accordingly;
  • Provide advice and expertise to directors, managers, senior officers and other communications staff on a range of Advocacy and Outreach issues, methods and approaches as well as anticipate and resolves Communications/Public Relations issues/problems;
  • Coordinate, supervise and direct subordinate Communications staff, interns and volunteers;
  • Undertake environmental scanning and evaluate results and impact of Communications activities and initiatives as well as report on developments, trends, perceptions and attitudes regarding the Bureau and the use of statistics; and
  • Any other duties as may be assigned from the immediate supervisor from time to time.

MINIMUM REQUIREMENTS:

  • A post graduate qualification in Communications, Journalism, International Relations, Public Administration, Public Policy, Business Administration, Information Science, Monitoring and Evaluation, Human Resource Management or related field; in addition to
  • A Bachelor’s degree with honours in Mass Communication, Journalism, Media Studies, Public Relations, Customer Care, Videography, Photography, Film Studies, Library and Information Science, Graphic Arts, Liberal Arts, Languages and Literature, Publishing, Education or other related area.

EXPERIENCE AND OTHER REQUIREMENTS:

  • At least 8 years’ demonstrated experience (3 at senior level) in the area of Communicationwith a reputable organisation or media house;
  • Thorough knowledge of the communication and media landscape in Uganda;
  • Ability to conceptualise, design and implement major communication campaigns;
  • Ability to produce a variety of written and visual communications products in a clear and concise style;
  • Ability to facilitating and encourage open communication in the team and communicate effectively;
  • Ability to deliver oral presentations to various audiences;

  • Evidence of professional competence and mastery of subject matter;

  • Collate and analyses media coverage and produce a daily press digest about UBOS and her activities as well as reports and application of Statistics in the media;
  • Research, write and distribute press releases to targeted media;
  • Develop and maintain a UBOS digital photo and video gallery;
  • Maintain the UBOS Social Media platforms such as Facebook, Twitter and YouTube;
  • Prepare and supervise the production of promotional videos, photographs, films and multimedia programmes;
  • Devise and coordinate photo opportunities;
  • Take responsibility for the UBOS digital equipment;
  • Liaise with the media and secure or provide digital content of specific interest to the Bureau;

  • At least 3 years’ demonstrated experience in Video Editing, Videography, Photography and Production in a reputable media institution or organisation.
  • Training in Professional Video Production and Editing will be an added advantage.
  • Experience in statistical production processes will be another added advantage.

  • Develop and manage programmes for the visiting missions from abroad;

  • Manage all protocol issues including securing air-tickets, visas and confirmation of itineraries and travel for staff and visiting clients;
  • Develop Customer Services policies;
  • Provide technical input and handle participant relations at UBOS workshops, conferences and meetings;
  • Participate in the various publicity and advocacy programmes of the Bureau; and
  • Perform any other related functions as may be assigned from time to time.

MINIMUM REQUIREMENT:

A Bachelor’s degree with honours in Communication Studies, Development Studies, Secretarial Studies, Business Administration, Tourism,Social Sciences, Liberal Arts or other related area.

EXPERIENCE AND OTHER REQUIREMENTS:

At least 3 years’ working experience in the area of customer care and protocol in a reputable organisation. Shortlisted applicants will be required to exhibit evidence of the following competences:

  • Communication skills that enable information flow, rendering of help and provision of advice to customers and liaising effectively with other professionals;
  • Listening skills that enable them to understand exactly what customers require;
  • Problem-solving skills;

KEY RESULT AREAS:

  • Manage and account for all the UBOS Library and Resource Centre facilities;
  • Ensure that UBOS information resources are accessible to interested UBOS stakeholders and the general public;
  • Search standard reference materials, including on-line sources and the Internet in order to answer patrons’ reference questions;
  • Conduct the continuous dissemination of UBOS information and publications;
  • Analyse patrons’ requests to determine needed information and assist in furnishing or locating that information;
  • Guide library patrons to search for information using databases;
  • Keep records of circulation and materials;
  • Check books in and out of the library;
  • Explain use of library facilities, resources, equipment and services as well as provide information about library policies;
  • Review and evaluate resource material, such as book reviews and catalogues, in order to select and order print, audio-visual, and electronic resources;
  • Code, classify, and catalogue books, publications, films, audio-visual aids, and other library materials based on subject matter or standard library classification systems;
  • Supervise, monitor and evaluate the junior staff of the Library;
  • Initiate projects and programmes for the development of the Centre; and
  • Participate in other UBOS projects and programmes as may be required from time to time

MINIMUM REQUIREMENTS:

A Bachelor’s degree with honours in Library and Information Science plus Computer Literacy.

EXPERIENCE AND OTHER REQUIREMENTS:

At least 3 years’ experience in the operation of library information services with interest in statistical issues.

 

Job Title                                 :     Information Officer / Archivist

Reporting to                         :      Senior Information Officer /Information Management

KEY RESULT AREAS:

  1. Assemble, catalogue, preserve and manage valuable collections of historical information;
  2. Develop as well as implement the Information and Archives Strategy and policies in line with the Communication Policy and Strategy;
  3. Evaluate, select, retrieve and arrange archive materials;
  4. Store and preserve perishable documents;
  5. Make the archives accessible to a wide range of users;
  6. Develop and maintain an archives database of all UBOS information and information related materials, including Questionnaires, Training Manuals and Reports;
  7. Establish and maintain a multi-media archive system for all UBOS Information Records and Documentation;
  8. Develop and implement a programme for the regular display and exhibition of UBOS archive products;
  9. Respond to archival requests;
  10. Negotiate the acquisition of new archival collections;
  11. Supervise subordinate staff;
  12. Participate in other UBOS projects and programmes as may be required from time to time;
  13. Promote the significance and increase staff and public awareness of the archives; and
  14. Perform any other related programmes as may be required from time to time.

MINIMUM REQUIREMENTS

A Bachelor’s degree with honours in Records and Archives Management or Library and Information Science plus Computer literacy.

EXPERIENCE AND OTHER REQUIREMENTS,

At least 3 years’ experience in the operation of Archives Services, Library Services or Information Management with interest in statistical issues.

DIRECTORATE OF POPULATION AND SOCIAL STATISTICS

Job Title                                   : Demographer (1)

Job Ref                                    : UBOS/NPHC/DEMO/15

Terms of Employment              : Temporary for a period of 18 Months

Salary Scale                             : UBOSP5

Reporting                                : Senior Statistician

KEY RESULT AREAS:

  1. Support the team leader in the production of national and subnational census reports and analysis reports
  2. Data analysis using various computer software i.e. stata, demoproj, epiinfo, spss.
  3. Report results of statistical analyses, including information in the form of graphs, charts, and tables in line with the developed Tabulation Plan for the Census Analytical reports
  4. Design templates for the National and District Level Analytical products
  5. Support the dissemination of census results at various levels and other related activities

MINIMUM ACADEMIC QUALIFICATIONS AND OTHER REQUIREMENTS

  • Bachelor’s degree in Demography or Population Studies.
  • A post-Graduate qualification in Statistics is an added advantage.
  • Must have passed English and Math at “O” Level with a credit.
  • At least a minimum of two years ’working experience in statistical production or in a related field.
  • Computer literacy in Demoproj, SPSS, SAS and STATA.
  • Clear understanding of the principles of Population.

KEY RESULT AREAS:

  1. Support the Statistical Planning Team with data editing following the Manual and Computer Editing  Rules developed
  2. Analyze and interpret the 2014 National Population and Housing Census data using statistical packages like CSPro and STATA.
  3. Report results of statistical analyses, including information in the form of graphs, charts, and tables in line with the Tabulation Plan for the Census Analytical reports
  4. Support the Team Leader in the writing and dissemination of the Census reports.
  5. Design templates for the National and District Level Analytical products

MINIMUM ACADEMIC QUALIFICATIONS AND OTHER REQUIREMENTS

  • A Bachelor’s Degree in Statistics.
  • Post-Graduate qualifications in Statistics
  • A postgraduate diploma in Computer Science from a recognised university is an added advantage.
  • At least two years’ experience in statistical production; and
  • Knowledge of computer programming is an added advantage.

KEY RESULT AREAS:

  1. Field, Office Edit and verify the macroeconomic data collected from Ministries, Departments and Agencies (MDAs), Local Governments (sub-county and higher Local Governments, Non-Government Organisations (NGO) and other Non-Profit Institution Serving Households, including SACCOs and Rural Consumer Markets.
  2. Prepare the edited statistical data and information for electronic processing and analysis.
  3. Maintain relevant database for the processed macroeconomic data generated from (1) and (2) above.
  4. Prepare field reports, which should, among others include occurrence in the economy observed during field visits as part of accountability.
  5. Perform any other duties as may be assigned by the superior(s)

MINIMUM ACADEMIC QUALIFICATIONS AND OTHER REQUIREMENTS

  • Bachelor’s degree with Honours in Statistics, Economics, Business studies, Social Science or related disciplines.
  • Must have passed English and Mathematics with a credit at Ordinary Level achieved at the same sitting.
  • Working experience with relevant statistical data processing programmes in Ms Office (Ms Word, Ms Excel, and Ms Access), Stata, or SPro, SPSS, Eviews, etc.
  • Past experience in related fieldwork activities in a reputable organisation is an added advantage.

  1. Collect macroeconomic data from Ministries, Departments and Agencies (MDAs), Local Governments (Sub-county and Higher Local Governments), Non-Government Organisations (NGO) and other Non-Profit Institutions Serving Households, including SACCOs and Rural Consumer Markets.
  2. Capture the data collected as indicated in (1) into electronic from using prescribed software programme.
  3. Prepare Field reports and submit to the Supervisor.
  4. Perform any other duties as may be assigned by the Superior(s)
