Job Title: Senior Executive Assistant

Reporting to: Principal Administration Officer
Job Role: To organize and administer the office of the Executive Director in a highly effective and efficient manner
.
Key Responsibilities:
1) Personal Assistant to the Executive Director;
2) Providing high level administrative support to the Executive Director;
3) Manage the Executive Director’s schedule and appointments;
4) Coordinate the Executive Director’s travels;
5) Plan, budget and manage the office requirements for the office of the Executive Director;
6) Handle reservations and booking for the conference hall, Boardroom and Committee room;
7) Diary management and coordination of activities between the Executive Director’s office and rest of the Bureau;
8) Organize the Executive Director’s office;
9) Receive and summarize contents from the suggestion box(es) and submit them to Executive Director for action;
10) Receive and guide visitors to the Executive Director’s Office;
11) Draft briefs for the Executive Director in preparation for Executive meetings or visits; and
12) Receive all incoming correspondences to the Executive Director and prioritise and route them accordingly.
Qualifications:
1) Bachelor’s Degree (with honors) in Office Management or Secretarial Studies from a recognized university;
2) A Credit in Mathematics at O level;
3) Must be fluent in both written and spoken English
4) Post-Graduate training in Management or Administration, Human Resource Management or Protocol and Diplomacy from a recognized institution;
5) Membership of professional bodies such as Institute of Chartered Secretaries and Administrators (ICSA) is an added advantage;
6) Certified Professional Secretary (CPS) or Certified Administrative Professional (CAP) status is an added advantage too.
Experience:
1) A minimum of ten (10) years relevant working experience in similar positions from reputable and busy institutions; and
2) At least 5 years of which should have been as a Personal Secretary/Assistant to a Top Executive.
Age Limit: Above 35 years of age

Since 1995, the National Malaria Control Programme (NMCP) and its partners have been implementing and scaling up malaria interventions in all parts of the country. To determine the progress made in malaria control and prevention in Uganda, the Uganda Malaria Indicator Survey (UMIS) was implemented in 2009 and again in 2014-15 to provide data on key malaria indicators including mosquito net ownership and use, as well as prompt treatment using ACT. Unicef Deputy Executive Director Commends UBOS for its Statistics on Children

The Uganda Bureau of Statistics (UBOS) has been commended for its strong professionalism and ability to produce statistics on children which has helped in improving their welfare.

The commendation was given by Mr. Omar Abdi, Deputy Executive Director of the United Nations Children’s Fund (UNICEF) in charge of Field Results in a meeting held at the Statistics House Boardroom today, 22nd January 2016.

Mr. Abdi indicated that UNICEF as a guardian of the Convention on the rights of children needs a lot of data to report on the status of children world over.

“The UN relies on organisations such as UBOS to get such information at country level,” said Mr. Abdi adding that UBOS was very helpful in providing data on the progress of the Millennium Development Goals.

He informed the meeting that the UNICEF will continue to work with UBOS to track the progress of the achievement of indicators of the 2015 Sustainable Development Goals. He looked forward to the final agreed set of indicators for the SDGs

“Data is very important in decision making because right from politicians, academic researchers and funders, everyone wants to know quick results. We undertake our programmes and until the Demographic and Health Survey results are out, it is hard to tell our impact,” he revealed.

Ms. Imelda Atai Musana, the Deputy Executive Director, Statistical Production and Development at UBOS thanked UNICEF for the partnership that the two organisations enjoy. UNICEF has supported UBOS since 2000 particularly in undertaking the Demographic and Health Surveys (DHS).

Ms. Musana further explained that UBOS in partnership with UNICEF had developed a tool named the uSurvey which stands for “universal” survey to be used for survey data collection.

“UBOS and UNICEF teamed up again to conduct a Female Genital Mutilation (FGM) survey using the uSurvey in the FGM districts of Uganda including Kapchorwa and Moroto such that within 5 days after data collection, the report of the findings was concluded,” Ms. Musana said.

The uSurvey is an application developed by UBOS staff in partnership with UNICEF which only requires an enumerator to have a technical gadget say mobile telephone or tablet which can be preloaded with the questionnaire as well as the possible responses.

Ms. Musana commended the technological advancements being developed and noting “this will propel UBOS to another level of mobile data collection, which not only minimises costs but also enables UBOS to produce more timely data”.

It was revealed that UNICEF is also supporting the 2016 Uganda Demographic Health Survey by providing 132 windows based tablets with all the data processing accessories to support the Computer Assisted Personal Interviews (CAPI), Provision of the Salt Testing Kits and USD 500,000 to support implementation of DHS. The survey is slated to start in April 2016.

“The Survey will also have a module to capture information on indicators on Early Childhood Development, children discipline and children disability which are new areas,” noted Ms. Musana.

UBOS usually works with UNICEF on further analysis of data from national censuses and surveys. For instance in 2015, it produced an equity report on children / women who have been left behind in different programme areas covering all areas of the Country Programme.

It is expected that this year, the organization will further collaborate in producing a report on children and a child poverty (income-based) report following the release of the 2014 Population and Housing Census results.

The Uganda Bureau of Statistics (UBOS) is a semi-autonomous body established by the Uganda Bureau of Statistics Act, 1998, to promote the production of reliable official statistics and ensure the development and maintenance of the National Statistical System (NSS). The mandate of the Bureau is the production, coordination and dissemination of official statistics.

The Bureau intends to conduct the Uganda Demographic and Health Survey VI-2016. It is therefore seeking to recruit highly competent, motivated, results oriented, dynamic, team players of good character and high integrity to lead the business in the various positions indicated below:

DIRECTORATE OF POPULATION AND SOCIAL STATISTICS

Job Title                                   : Field Interviewer (126)

Terms of Employment           : Temporary for a period of Six Months

Reporting                                : Statistician- Health

KEY RESULT AREAS:

  1. Locate the structures and households in the sample which are assigned to him/her and completing the Household Questionnaire;
  2. Interview all eligible men/women in the households assigned to him/her, using the man’s/Woman’s Questionnaire respectively;
  3. Work with the Health Technician in conducting height, weight and hemoglobin measurements of men, women and children.
  4. Ensure that all questionnaires are filled accurately
  5. Responsible for the safety of all survey materials allocated

MINIMUM ACADEMIC QUALIFICATIONS AND OTHER REQUIREMENTS

  • A minimum of Uganda Advanced Certificate Education but with a credit in English and Mathematics at       O’ level;
  • Written and Oral Proficiency in at least one of these local languages: Ateso, Luganda, Lugbara, Luo, Ngakarimojong, Runyankole – Rukiga, Runyoro – Rutoro, Lusoga;
  • Prior use of computers or other digital devices for data collection is an added advantage;
  • Having participated in a health related household based data collection exercise for at least 2 years is an added advantage;
  • Evidence of maturity, friendliness and willingness to work away from home during the approximately 1 month’s fieldwork;

KEY RESULT AREAS:

  1. Use standard equipment to measure the height and weight of children, men and women as identified by the interviewing team.
  2. Take a reading of biometric measurements of children, men and women.
  3. Draw capillary blood from Children under 5 years and women (15 – 49 years) to establish their haemoglobin and vitamin A levels.
  4. Test, treat or refer for malaria using Rapid Diagnostic Test among children under 5 years.
  5. Draw venous blood from a sub-sample of the Children under 5years and women (15–49 years) to be used in quality control.
  6. Store the Dry Blood Spots safely till when they are collected by a Supervisor or deposited at the collection Centre.
  7. Provide support to the Interviewers in carrying out the household interviews.

MINIMUM ACADEMIC QUALIFICATIONS AND OTHER REQUIREMENTS

  • A Certificate in Nursing or Laboratory Technology

  4. Collect a GPS waypoint in the correct format for each Enumeration Area
  5. Responsible for the safety of all survey materials allocated

  • A minimum of A- level certificate but with a credit in English and Mathematics at O’ level

Census 2014 Final Results

The enumeration for the 2014 Census was conducted in August/September 2014. Prior to this main report, the Provisional Results Report was released in November, 2014 and it gave the total population of administrative areas by sex. This report gives the final results of the 2014 Uganda Population and Housing Census of Uganda. The report presents the results in broad categories of population and household characteristics and housing conditions. The population characteristics covered include spatial distribution of the population, age and sex composition, religious and ethnic composition, education and literacy, economic activity, orphanhood and disability. The household and housing conditions include socio-economic amenities available to households and quality of housing.

In order to show a clearer trend, the 1991 and 2002 censuses data was redistributed according to the current district boundaries and other lower administrative units. Over the next 12 months, the Uganda Bureau of Statistics (UBOS) is planning to produce several other reports as outlined below:

ii. Analytical Results – Monograph Series
iii. District-level Analytical Reports
iv. Census Atlas
v. Administrative report

In addition to the above reports, the Bureau will be providing electronic data to facilitate deeper analysis by researchers. Further information about the census may be obtained from Uganda Bureau of Statistics (UBOS).

Population Size

Total population in 2014 was 34.6 million

The females constituted 51% of the Population

Population density was 173 persons per square kilometer

Population Composition

Children below 18 years constituted 55% of the population

Youths (persons 18 – 30 Years) constituted 23% of the population

The Age Dependency Ratio was 103%

Population Change

Total Fertility Rate (TFR) was 5.8 children per woman

Infant Mortality Rate (IMR) was 53 infant deaths per 1000 Live Births

The average annual population growth rate was 3.0%

Population Characteristics

The Literacy Rate was 72.2% (of the population aged 10 years and above)

8% of the Children were orphaned

12.5% of the Primary School Age Children (6 – 12 years) were not attending school

12.5% of persons had at least one form of disability.

Household Characteristics

Nearly one-quarter (25%) of the households was living in urban areas

The mean household size was 4.7 persons

72% of the households had access to an Improved Water Source

8% of the households had no access to a toilet facility

20% of the households had access to electricity

94% of households used firewood or charcoal for cooking

69% of the households depend on Subsistence Farming as their main source of livelihood.

32% of the households owned a bicycle

80% of the households were involved in Agriculture

BID NOTICE – Training Venue for UDHS Main Field Work Interviewers

      1. The Uganda Bureau of Statistics (UBOS) is undertaking the Uganda Demographic and Health Survey (UDHS) 2016.
      2. The Bureau has allocated funds to be used for the training of field interviewers for the UDHS 2016.
      3. The Bureau, therefore, invites sealed bids for provision of a training venue for the UDHS 2016.
      4. Bidding will be conducted in accordance with the Open Domestic Bidding Method contained in the Public Procurement and Disposal of Public Assets Act, 2003.
      5. You may obtain further information from Uganda Bureau of Statistics and inspect the bidding documents at the address given below at 8(a) from 8:00am-4:00pm.
      6. Bidding documents in English may be purchased on the submission of a written application to the address below at 9(b)
      7. Bids must be delivered to the address below at 9(c) at or before 11:00am on 5th May, 2016. All bids must be accompanied by a bid security of UGX 5,500,000. Candidates shortlisted for practical tests are advised to follow the guidelines below:

  • Candidates are expected to strictly report at the data centre 1(one) hour before the test time and MUST adhere to the session/shift they have been allocated.
  • Registration will be done in the Canteen Hall at which entrance shall be restricted to candidates invited for that particular session.
  • Candidates shall be given exam numbers for the practical interview and are required to come along with a voter ID or valid identity cards.
  • No candidate shall be allowed in the testing hall after commencement of the test.
  • Candidates MUST leave data centre premises immediately after the interview.

The Uganda Bureau of Statistics (UBOS) is a semi-autonomous body established by the Uganda Bureau of Statistics Act, 1998, to promote the production of reliable official statistics and ensure the development and maintenance of the National Statistical System (NSS). The mandate of the Bureau is the production, coordination and dissemination of official statistics.

The Bureau intends to conduct the Uganda National Household Survey-VI (UNHS) 2016/17. It is therefore seeking to recruit highly competent, motivated, results oriented, dynamic, team players of good character and high integrity to lead the business in the various positions indicated below:

DIRECTORATE SOCIO –ECONOMIC SURVEYS

Job Title : Field Interviewers (50)
Job Ref : UBOS/UNHS/FI/16
Terms of Employment : Temporary for a period of twelve Months
Salary Scale : UBOSP9
Reporting : Field Operations Officer

KEY RESULT AREAS:

1. Locate the structures and households in the sample which are assigned to him/her and completing the Household Questionnaire;
2. Interview all eligible members in the households assigned to him/her, using the Questionnaire;
3. Ensure that all questionnaires are filled accurately
4. Responsible for the safety of all survey materials allocated
5. Make the necessary preparation for the fieldwork
6. Administer the respective questionnaire to all selected households
7. Edit and cross check errors in the collected data
8. Write field reports and check errors in the collected data.
9. Responsible for all survey materials allocated
10. Submit duly completed questionnaires to the relevant authority

MINIMUM ACADEMIC QUALIFICATIONS AND OTHER REQUIREMENTS

»» A minimum of Uganda Advanced Certificate Education but with a credit in English and Mathematics at O’ level;
»» Must be fluent in both written and oral proficiency in at least one of these local languages: Ateso, Luganda, Lugbara, Luo, Ngakarimojong, Runyankole – Rukiga, Runyoro – Rutoro, Lusoga, Lumasaaba;
»» At least 12 months’ demonstrated experience working as a fieldworker accumulatively in a household survey with evidence.
»» Age limit; 25years and above but not exceeding 45years’
»» Prior use of computers or other digital devices for data collection is an added advantage;
»» Evidence of maturity, friendliness and willingness to work away from home for periods of approximately 2 months’ fieldwork;

1. Locate the sampled Enumeration Areas which are assigned to him/her and completing the Household Listing Form;
2. Draw a location map displaying the location of the Enumeration Area
3. Document details about the household heads and draw a sketch map of the Enumeration Area showing all households therein;
4. Collect a GPS waypoint in the correct format for each Enumeration Area
5. Responsible for the safety of all survey materials allocated

Following the advert that appeared on 3th May 2016 on the UBOS notice board and website, the management of Uganda Bureau of Statistics with pleasure invites the shortlisted candidates for the written interview scheduled to take place on the 11th May 2016, at the UBOS Data Processing Centre at 8:00am on 6th Street, Peacock Building, Industrial Area.

Candidates shortlisted for practical tests are advised to follow the following guide lines:

  • Candidates are expected to strictly report at the data centre 1(one) hour before the test time and MUST adhere to the session/shift they have been allocated.
  • Registration will be done in the Canteen Hall at which entrance shall be restricted to candidates invited for that particular session.
  • Candidates shall be given exam numbers for the practical interview and are required to come along with the National Identity Card or other valid identity cards.
  • No candidate shall be allowed in the testing hall after commencement of the test.
  • Candidates MUST leave data centre premises immediately after the interview.
